Voice is the degree to which the citizens can protest or express their views, in order to influence access to or quality of public services. Voice mechanism are more important to foster government performance and it has so a beneficial impact on the quality of governance as a whole.

Voice is the opportunity for the public to seek better performance from public service providers, without opting for alternative sources of supply. Voice refers to the degree to which the public can influence the access to or quality of a public service by some form of participation or expression of protest of views. It is more of a political response, through political parties, voluntary agencies, and citizen groups. Improved service provision can result only through voice mechanisms. In order to increase the use of socially desirable services such as immunization, family planning, literacy, nutrition etc. and also programs of education, social mobilization, social marketing, there is no better option rather than voice.

Role of Voice in Public Administration
The influence of voice enhances the organizational structure and incentives in public administration to be more responsive to the public. The role of voice in public administration also include-
- the voice of the public can cut through hierarchical control in centralized administrations;
- effective voice entails that government consult the citizens in formulating development plans;
- through pressure on policy makers, publicity, protests and participation on key decisions, voice can counter weak internal accountability and motivation.
